(a) The Commission shall serve as the Storm Water Appeals Board, and it shall hear and determine any appeal filed under this chapter.
(b) The Commission shall, in harmony with the general purpose of this chapter and to secure the public health, safety and welfare, have the power to affirm, modify, or revoke any notice or order and may grant an extension of time for the performance of any act required by this chapter, or may grant a variance, except as otherwise excluded herein, where there is practical difficulty or undue hardship connected with the performance of such notice or order, and the decision of the Commission shall be final.

(c) The Commission shall develop rules and regulations for the administration of the Storm Water Management Code for the City, including but not limited to the establishment of an adjustment and credit policy for the administration of the Storm Water Management Code.
