925.30 DELINQUENT CHARGES.
   (a)   All charges not under appeal and not paid within thirty (30) days after receipt of billing shall be considered delinquent.
   (b)   All charges delinquent hereunder shall:
      (1)   Be subject to an interest charge established by Council,
      (2)   Be subject to re-billing charges established by Council, and
      (3)   Constitute a lien or an assessment upon the real property affected from the date charges are incurred as determined by the City Manager or the City Manager's designee.
   (c)   All charges delinquent shall be reported to the City Manager who may direct the filing of a suit by the City Solicitor, to collect the unpaid charges.
   (d)   For delinquent charges, a special assessment may be filed with the Auditor of Hamilton, Clermont, or Warren Counties, as a lien or an assessment upon the real property.
   (e)   The City Manager may withhold other services, including water, until such time as any outstanding charges are paid in full or a payment schedule acceptable to the City Manager and signed by the delinquent party is agreed to.
