(a) Fees. Fees for plan review, permits, construction and plan compliance inspections, as-built plan review and inspections, etc., shall be established by the City Council.
(b) Bonds or Irrevocable Letter of Credit. In order to insure that emergency or corrective measures may be taken by the City if the Storm Water Management measures are not implemented according to the agreed upon plan and schedule, a performance bond or irrevocable letter of credit in the amount approved by the City Engineer to be sufficient to cover the cost of the Storm Water Management measures shall be required to be filed with the City Manager. The performance bond or irrevocable letter of credit shall authorize immediate payment to the City on certification by the City Manager or the City Manager's designee that necessary emergency or corrective work must be done or has to be done to ensure proper storm water management and sediment control as a result of the landowner's failure to complete or adhere to the approved plan.
