To further the specific purposes of this chapter, the following procedures are established:
(a) The Utility shall assist all other departments in the review of plans submitted with applications for permits for development.
(b) Where a permit is required, the City Engineer shall review the application and plan for the proposed permit. If the City Engineer finds the application and plans in conformance with the provisions of this chapter, the City Manager or the City Manager's designee may issue a permit with such reasonable conditions as the City Engineer deems necessary to substantially secure the objectives of this chapter.
(c) Approved plans, specifications, and reports for all site development shall be retained in original form or other means approved by the Utility.
(d) Every permit shall expire and become null and void if the work authorized by such permit has not commenced within 180 days, or is not completed within one year from the date of issue. The City Manager or the City Manager's designee may grant a reasonable extension of time if the Permit holder presents satisfactory evidence that unusual difficulties have prevented work being started or completed within the specified time limits and if written application is made before the expiration date of the permit.
(e) Work stopped or abandoned by the owner in an incomplete manner for a period of one (1) year after the renewal period provided herein, shall be cause for the permit to become invalid.
