Each application for a permit shall be made by the owner of the property or the agent for the property owner, if different from the owner, to the Utility on a form furnished for that purpose. Five copies of the plan required by the City Engineer shall be submitted with the applications. A professional engineer, or landscape architect where applicable, registered in the State of Ohio, shall certify as to the accuracy of the information on the plans. The City Engineer may authorize the deletion of any item on the application that the City Engineer judges to be unnecessary to ensure compliance with the provisions of this chapter.
