(a) Upon appropriate notice, the City Manager or the City Manager's designees, including contractors and their employees or consultants and other employees, may enter upon lands within the City to make surveys and examinations to accomplish the necessary findings for planning and engineering studies, for detailed analysis to prepare final plans and specification for proposed improvements, or for inspection or maintenance of storm water facilities.
(b) The City Manager or the City Manager's designee, shall maintain accurate and complete records of all inspections made.
