No person, except those authorized by the City, shall turn on or off any water from any main, distributing pipe, shutoff box or other devices or open, damage or otherwise interfere with any shutoff box, water meter, or fire hydrant. Any property owner whose water is turned on by means of tampering as provided for in this section, without the consent of the City, may be assessed an administrative fee as provided for in Section 111.02.
