(a) The owner or tenant of a property may request a meter test by filing an application for a meter test and depositing a fee pursuant to the Revenue Ordinance then in effect.
(b) If the meter registers over the accuracy limitation hereinafter prescribed, the test charge shall be refunded and credit for the rate of over-registration, for a period not exceeding one year prior to the date of test, shall be entered on the water bill following the test. A meter shall be considered accurate when registering within two percent (2%) of the true amount of water delivered on the maximum flow of the water, and within ten percent (10%) of the true amount delivered on the minimum flow, for the size and type of meter tested.
(c) If the meter registers within the accuracy limitation prescribed in Section 921.30(b), or registers under the accuracy limitation, the test charge shall be forfeited and no credit shall be extended.
