No person shall interfere with the fixing of proper numbers to any building, nor remove, destroy, alter or deface any number assigned and fixed on a building; and after having been notified to comply with the provisions contained in Sections 1319.01 and 1319.02, no person shall retain an improper number, or provide no number, nor substitute any other number on a building other than the number assigned pursuant to this chapter.
