Every house and building shall be numbered according to the plats made for that purpose now on file in the office of the City Manager and as may hereafter be prepared. The numbers shall be of the type and standard adopted by Council and shall be placed on the front of the building facing the street to which the number is assigned and in a full and conspicuous view from such street. Assignment of numbers shall be made by the City Manager according to the plats and plan prepared thereof and pursuant to the filing of an application for such number, accompanied by a fee of one dollar ($1.00), which shall entitle the applicant to one set of the numbers so assigned.
