(a) Every person who submits a petition pursuant to the provisions of Section 19.6 of this Article must pay all costs including, but not limited to, all salary costs for City services, equipment and materials required to process the petition. The City will process the petition only after the person who submitted the petition pays to the Bureau of Engineering a deposit in an amount that the Bureau estimates will compensate the City for the petition processing costs. If, prior to the completion of the street name change process, the Bureau of Engineering determines that additional funds are needed to compensate the City for petition processing costs, it may require the person who submitted the petition to deposit additional funds.
(b) At the conclusion of the street name change petition process, if the actual City petition processing costs were less than the estimated amount paid, the person who submitted the petition shall be refunded the difference. At the conclusion of the street name change petition process, if the actual City petition processing costs were more than the estimated amount paid, the Bureau of Engineering shall send via U.S. Mail to the person who submitted the petition a bill for the difference, and the person who submitted the petition shall be required to pay the bill within twenty (20) days after the Bureau deposited the bill in the mail.
