(a) The Information Technology Systems Trust Fund is hereby created.
(b) The entities provided for pursuant to Sec. 22.657 shall deposit as a guarantee to the City of Los Angeles for the payment of the cost of providing Information Technology System services to them as authorized by said section, funds in an amount to be determined by the Department. The deposit shall be not less than twice the estimated monthly cost of the services to be provided to the entity making such deposit. Such deposit shall be made within ten (10) days after notice has been given by the Department of the required amount thereof. Those funds deposited as a guarantee shall be paid to the Department for deposit in the Information Technology Systems Trust Fund.
(c) Where Information Technology System services have been terminated for any reason and a deposit to guarantee payment for such services has been made, any amounts due, owing and unpaid to the City shall be deducted from the amount on deposit, and any balance thereof remaining after such deduction shall be refunded to the entity making the deposit.
