The Department, upon written request, is authorized to provide Information Technology System services, to any of the following entities:
(a) Any organization authorized to occupy premises owned by or under the control of the City of Los Angeles.
(b) Any organization providing or requiring Information Technology System services if the General Manager of the Department finds and determines that the requested service is to be in the interest of the City.
