(a) All original appoints for police officers in the City of Lorain, and shall be made pursuant to Ohio R.C. 124.41.
(b) All original appointments for firefighters in the City of Lorain shall be made pursuant to Ohio R.C. 124.42.

(a) All persons shall be eligible to receive an original appointment who are eighteen years of age and less than seventy years of age.
(b) A person participating in a City police or fire cadet program shall not be permitted to carry or use any firearms in the performance of his duties, except that he may be taught the proper use of firearms as part of his training.
(c) Nothing in this section shall prevent the City from establishing a police or fire cadet program and employing persons as police or fire cadets eighteen years of age and less than seventy years of age for the purpose of training persons to become police officers of firefighters.

No person shall receive an original appointment to the Police and/or Fire Department of the City, unless he has complied with and passed certain requirements of the Civil Service Commission as follows:
(a) The applicant shall be given an agility, written, psychological and physical examination, conducted under authorization of the Civil Service Commission. The professional fees for such tests may be paid by the Civil Service Commission.

The City of Lorain, Ohio exempts itself and waives those provisions of the Ohio Revised Code which establish any upper age limit upon the employment of persons in the municipal police department and municipal fire department; such waiver and exemption being specifically authorized by Ohio R.C. 124.90 where necessary to comply with Federal laws against age discrimination.

(a) There is hereby established a residency requirement for all persons who are employed in the Fire or Police Divisions of the Department of Public Safety of the City of Lorain. Said persons shall reside within the corporate limits of the City of Lorain at the time of their employment or within twelve months of the date of their hire and shall thereafter maintain residency within the City of Lorain throughout their employment in the Police or Fire Divisions of the City of Lorain.
(b) All employees of the Police and Fire Divisions of the City of Lorain as of the effective date of this section shall be exempt from the requirements of this section.
