(a) There is hereby established in and for the City a Community Access Channel Commission, consisting of five members from the community at large (viewing area). These members shall serve for three-year terms of the first appointments, one shall be for one year, two for two years and two for three years.
(b) The appointments shall be made by the Mayor and approved by Council.

(a) The Community Access Channel Commission shall promulgate guidelines for the use of the Community Access Channel that will provide access to community activities in a manner that is not discriminatory and provides the community with sampling of the activities of the community that are not based on profit.
(b) The guidelines are to be developed within three months after the original appointments have been approved by Council and brought before Council for adoption.
(c) The Commission shall thereafter meet as needed to review the guidelines and, as necessary, if there are disputes in the administration of the said guidelines. The Commission shall meet no less than twice a year.
