§ 72.05 REGISTRATION OF VEHICLE; INFORMATION REQUIRED FOR ISSUANCE OF STICKERS; DISPLAY OF STICKERS REQUIRED.
   (A)   Registration. It shall be unlawful for any person to operate, or for any person who owns or has control of any electrically powered or low-speed vehicle to allow the vehicle to be operated, on the streets of the city without the vehicle having been registered with the City of Locust Police Department, and without displaying thereon two current registration stickers affixed to a conspicuous area on the vehicle as determined by the Chief of Police.
   (B)   Information required for issuance of stickers. Persons registering electrically powered or low-speed vehicles shall provide the following information to the City of Locust Police Department:
      (1)   Owner’s name;
      (2)   Owner’s address and phone number(s);
      (3)   Cart identification, to include make, model, serial number, color, and manufacture date;
      (4)   Written proof of insurance; and
      (5)   Other information deemed necessary by the city.
   (C)   Display of stickers required. Upon registration, the owner shall receive two stickers to be affixed to a conspicuous place on the front and rear of the vehicle as designated by the Chief of Police. The stickers shall be valid for a period not to exceed 12 months.

§ 72.06 INSURANCE REQUIRED.
   No electrically powered vehicle or any vehicle will be permitted by the city to operate on the streets of the city without having in full force and effect, liability insurance coverage with limits no less than those required for motor vehicles allowed to use public streets of the City of Locust and the State of North Carolina.

§ 72.07 RULES OF THE ROAD.
   (A)   All electrically powered or low-speed vehicles shall follow all the same rules of the road as any motor vehicle except those which are specifically set by this chapter. All electrically powered or low-speed vehicles shall have brake lights, turn signals, and headlights in working order when operated on the streets of the city after sunset.
   (B)   Electrically powered and/or low-speed vehicles will be exempt from the inspection requirement as set by NC Division of Motor Vehicles.
   (C)   This chapter provides for the operation of golf cars which are electrically powered and low-speed vehicles on the designated streets of the City of Locust and does not allow for operation of such vehicle on the highways or roads belonging to the State of North Carolina.

§ 72.08 AGE LIMIT.
   (A)   It shall be unlawful for any person to operate an electrically powered or low-speed vehicle on the streets of the city unless they are at least 16 years of age. Some form of approved identification shall be carried by any person operating such vehicle and provided for inspection upon the request of a law enforcement officer.
   (B)   It shall not be required to be licensed as a driver by the NC Division of Motor Vehicles to operate an electrically powered or low-speed vehicle on the streets of the city.

§ 72.99 PENALTY.
   (A)   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
   (B)   (1)   Violation of § 72.03 shall subject the offender to a civil penalty of $50 for a first offense. A civil citation shall be issued by an authorized officer of the city. The citations shall state that if the penalty is not paid within 48 hours from the time of issuance, it may be recovered in a civil action in the nature of the debt.
      (2)   A second violation of § 72.03 within a 12 month period by any person shall be subject to a civil penalty in the amount of $75. A third and any subsequent violation of § 72.03 within 12 months shall be subject to a civil penalty of $100 for each violation.
      (3)    In addition to any civil sanctions imposed in this section, the offender who violates § 72.03 shall be subject to criminal charges for the infraction, punishable by imprisonment and or a fine not to exceed $500.
   (C)   (1)   Any person who violates any provision of §§ 72.04 through 72.06 shall be guilty of a misdemeanor, punishable by a fine not to exceed $50, pursuant to G.S. § 14-4.
      (2)   In addition to any criminal sanctions imposed by this section, the offender who violates §§ 72.04 through 72.06 shall also be subject to a civil penalty of $50.
