There is hereby established the full-time position of Park and Recreational Commissioner. The Commissioner shall be compensated from the general fund, semi-monthly at one twenty-fourth of the total annual salary.

(a) The Park and Recreational Commissioner shall have those powers, duties and functions as provided by the general laws of the state and, in addition, he or she shall:
(1) Perform all the duties and functions normally performed by recreation boards;
(2) Have full responsibility for overseeing the maintenance and care of all parks in the village;
(3) Have full authority to schedule the use of all ball diamonds, picnic areas and playing fields of all parks; and
(4) Perform other duties as needed under the direction of the Village Administration.
(b) All of the powers, duties and functions of the Commissioner shall be in accordance with rules and regulations established by Council.

After the effective date of this chapter (Ord. 82-5, passed 1-4-1982) and the appointment of the Park and Recreational Commissioner by the Mayor, and his or her confirmation by Council, the Board of Recreation shall be abolished.

(a) The recreation hall shall be made available, without charge, to any group or organization sponsored or supported by the village, including, but not limited to, the Senior Citizen's Club, the Life Squad, the Fire Department, the Fire Department Auxiliary, recreation programs and health programs. The group or organization granted use of recreation hall shall be responsible for clean-up of the hall following its use. It is expected that the premises will be at least as clean as it was when entered into.
(b) Non-profit corporations and organizations, clubs or individuals wishing to schedule meetings for social or civic purposes, which groups are composed of a majority of Lockland residents or people who work in Lockland, may rent the recreation hall for $25 per use Monday through Thursday. The $25 shall go towards cleaning and the operation of the hall during the course of use. A $150 deposit to insure the hall is left in good shape with no damage is required for each rental.
(c) If the Village Administrator determines that the group using the hall has not accomplished the appropriate clean-up, the village shall clean the premises and charge the group or organization for the costs incurred by the village.
(d) On Friday, Saturday and Sunday, recreation hall shall be available to the general public for rent. The rental and clean-up fee shall be $125 for village residents or village based groups. For all others the fee will be $175. A $50 deposit and full payment is due upon reservation.
(e) Any vandalism, breakage or other destruction of, or damage to the recreation hall or its contents will be the responsibility of the user, whether the user is a non-profit organization, a for-profit organization, or an individual. The village retains the right to charge the user for any replacements or repairs necessary. All renters and groups using the hall without charge shall be responsible to obey all the rules and regulations established by the Village Administrator and the ordinances governing the use of recreation hall.
(f) Application for the use of recreation hall shall be made by a resident or organization to the Village Administrator or his or her designee. The Village Administrator shall maintain a schedule for the use of recreation hall and the schedule shall be available for public inspection.
(g) The Village Administrator, or his or her designee, shall make use of the hall available under the terms described herein to any resident or organization in the village on a first-come, first-served basis; provided, however, that preference will be given to village-sponsored or supported groups. Once the hall is booked and full payment is made, the individual or group may not be displaced by a later-arriving user desiring to book the hall. The Village Administrator may revoke or deny the use of the hall where the organization or individual has demonstrated either inability or an unwillingness to comply with the responsibilities imposed upon him, her or it in the use of the hall in the past. The Village Administrator may from time to time adjust the deposit requirement provided it is uniformly applied to all users except those described in division (a) above. Said deposit shall be returned if no damage and appropriate clean-up has occurred or charged against if repairs or clean-up must be done. Groups which are repeat users may leave the deposit on file and replenish it as needed.
(h) The Village Administrator may make the recreation hall available for the one-time use by a family of any Lockland resident who has passed away as a place for a memorial service or funeral or post burial. The use would be without charge, but shall be subject to division (e), (f) and (g) of this section.
(i) The renter of the recreation hall is responsible for returning the key to the village either to the Police Department or the lock box located next to the entrance to Town Hall. Failure to return the key will result in forfeiture of the entire deposit.
