§ 280.06 RESERVED USE OF LOCKLAND ATHLETIC FIELDS AND PAVILIONS.
   (a)   Parks, athletic fields and pavilions located in village owned park areas, when not in use for programs organized and supported by the village, may be reserved for use by private groups. The Village Administrator, in consultation with the Mayor and Recreation Director, shall establish a method for such reservations and establish fees for such use. Those fees may vary depending upon the day of the week involved, recognizing that there is a higher demand for such facilities on Fridays, Saturdays, Sundays and holidays than on other weekdays. Park rentals may include an entire park or portion thereof.
   (b)   Such facilities shall be made available without charge, to any group or organization sponsored or supported by the village, including, but not limited to, the Senior Citizens Club, village organized athletic teams and leagues, recreation programs and health programs.
   (c)   Non-profit corporations and organizations, clubs or individuals wishing to schedule events for social or civic purposes, but not for profit-making purposes, which groups are composed of a majority of Lockland residents or people who work in Lockland, may reserve and rent the facility for fees fixed by the Village Administrator in consultation with the Recreation Director and Mayor.
   (d)   When not otherwise in use, non-Lockland residents may reserve and rent such facilities at separate fees fixed by the Village Administrator in consultation with the Recreation Director and Mayor.
   (e)   Any vandalism, breakage or other destruction of or damage to the facilities will be the responsibility of the user, whether the user is a non-profit organization, a for-profit organization, or an individual. The village retains the right to charge the user for any replacements or repairs necessary. All users reserving and using pavilions and recreation fields shall be responsible to obey all rules and regulations established by the Village Administrator and the ordinances governing their use. The group or organization granted use of such facility shall be responsible for the clean-up following their use. The village will be responsible for emptying garbage cans.
   (f)   Application for sue of parks, pavilions or ball fields shall be made by a resident or organization to the Village Administrator. The Village Administrator shall maintain a schedule for the use of the pavilions and ball fields and the schedule shall be available for public inspection.
   (g)   The Village Administrator shall make the use of such parks, pavilions and ball fields and recreation fields available under the terms described herein to any resident or organization in the Village on a first-come, first served basis; provided, however, that preference will be given to village-sponsored or supported groups. Once a facility is booked and a deposit placed on the booking, the individual or group may not be displaced by a later-arriving user desiring to book the same facility. The Village Administrator may revoke or deny the use of such facilities where the organization or individual has demonstrated either an inability or an unwillingness to comply with the responsibilities imposed upon him, her or it in the use of village facilities in the past. The Village Administrator may establish a deposit requirement applied to all users, except those described in division (b) above. Said deposit shall be returned if no damage and appropriate clean-up has occurred or be charged against if repairs or clean-up must be done. Groups which are repeat users may leave the deposit on file and replenish it as needed.
