Prior to issuance of a construction permit, the permittee shall pay a permit fee as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” equal to a flat fee or a percentage of the estimated cost of constructing the telecommunications facilities, whichever is greater, as certified by the applicant's engineer and approved by the village engineer.
