The following definitions shall apply to this chapter:
COMMUTER FACILITIES: The platform, station and shelter areas, sidewalks and steps in, on and around the Lisle commuter train station lying north of Front Street, south of Burlington Avenue, east of Main Street and west of a line extending north from the north end of Columbia Avenue and intersecting the Burlington Northern Railroad right of way.
COMMUTER PARKING LOTS AND DRIVEWAYS: Those areas defined as lots A, B, C, D, E, and G in section 10-4-2 of this code.
DOWNTOWN AREA: Area defined in section 1-3-2 of this code.
MOTOR VEHICLES: A machine propelled by mechanical power designed to travel along the ground by use of wheels, treads, runners, or slides and used to transport person(s) or property or pull machinery and shall include, without limitation, automobiles, trucks, trailers, motorcycles, motorized bicycles, tractors and wagons.
ROLLER SKATES: Devices worn on the feet with a combination of wheels, either in-line or otherwise, which are propelled by human power.
SCOOTERS: Devices with two (2) or more wheels connected by a platform with a steering handle or wheel which are designed for standing on and which are propelled by human power.
SKATEBOARDS: Devices with a combination of wheels connected by a platform designed for standing on and which are propelled by human power.
UNLICENSED MOTOR VEHICLE: A motor vehicle without current and valid license and registration, whether or not the vehicle is required to have such license or registration. (Ord. 2008-4187, 3-17-2008; amd. Ord. 2009-4241, 1-12-2009; Ord. 2016-4623, 1-4-2016)
(A) No motor vehicles, skateboards, roller skates or scooters shall be used, operated or propelled in any way upon the commuter facilities, except those vehicles owned and operated by the village or those used by a disabled or handicapped individual for access to or from a train.
(B) No unlicensed motor vehicles, skateboards, roller skates or scooters shall be used, operated or propelled in any way upon the commuter parking lots and driveways.
(C) No motor vehicles, skateboards, roller skates or scooters shall be used or operated in any way upon sidewalks, curbs, walls, railings, borders, tables, benches or chairs on any public property within the downtown area except those vehicles owned by the village or those lawfully used by a disabled or handicapped individual. Notwithstanding the foregoing, nothing in this subsection shall prohibit the use or operation of skateboards, roller skates or scooters upon any street in the downtown area, or upon any sidewalk immediately adjacent to and abutting a residentially zoned property within the defined downtown area, nor shall anything in this subsection prohibit the carrying of skateboards, roller skates, or scooters in the downtown area. Any person convicted of any violation of the provisions of this chapter shall be fined as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures” for each offense. The procedure set forth in section 9-4-22 of this title may be used to settle and compromise a violation. Fines for such settlements shall be as established by Title 1, Chapter 20, “Fees, Fines, Insurance, Guarantees, and Regulatory Measures”. (Ord. 2008-4187, 3-17-2008; amd. Ord. 2021-4921, 9-20-2021)
