(A) No motor vehicles, skateboards, roller skates or scooters shall be used, operated or propelled in any way upon the commuter facilities, except those vehicles owned and operated by the village or those used by a disabled or handicapped individual for access to or from a train.
(B) No unlicensed motor vehicles, skateboards, roller skates or scooters shall be used, operated or propelled in any way upon the commuter parking lots and driveways.
(C) No motor vehicles, skateboards, roller skates or scooters shall be used or operated in any way upon sidewalks, curbs, walls, railings, borders, tables, benches or chairs on any public property within the downtown area except those vehicles owned by the village or those lawfully used by a disabled or handicapped individual. Notwithstanding the foregoing, nothing in this subsection shall prohibit the use or operation of skateboards, roller skates or scooters upon any street in the downtown area, or upon any sidewalk immediately adjacent to and abutting a residentially zoned property within the defined downtown area, nor shall anything in this subsection prohibit the carrying of skateboards, roller skates, or scooters in the downtown area.
