The Fire Code of the village of Lisle, as hereinbefore adopted, is amended in the following respects:
(A) Chapter 1, Scope and Administration, is amended to:
1. Section 101.1. Insert: Village of Lisle
2. Section 103.1. Insert: Development Services Department
3. Delete Section 107.2 and replace with:
107.2 Schedule of permit fees. Where a permit is required, a fee for each permit shall be paid in accordance with Title 1, Chapter 20, of the Lisle Village Code.
4. Delete Section 107.4 and replace with:
107.4 Work commencing before permit issuance. Permit fees shall be double for any person who commences work before obtaining necessary permits.
5. Delete Section 111.3
6. Delete Section 112.4 and replace with:
112.4 Violation penalties. Persons who shall violate a provision of this code or shall fail to comply with any of the requirements thereof or who shall erect, install, alter, repair or do work in violation of the approved construction documents or directive of the fire code official, or of a permit or certificate used under provisions of this code shall be subject to penalties as prescribed by law and punishable by a fine as established by Title 1, Chapter 20, of the Lisle Village Code. Each day that a violation continues after due notice has been served shall be deemed a separate offense.
(B) Chapter 2, Definitions, is amended to:
1. Add or amend the following definitions:
Board of Appeals: The Mayor and Village Board of Trustees
Building Official: The Development Services Director or individual designated by the Development Services Director.
Change of occupancy: Any of the following shall be considered as a change of occupancy where this code requires a greater degree of safety, accessibility, structural strength, fire protection, means of egress, ventilation, or sanitation than is existing in the current building or structure:
1. Any change in the occupancy classification of a building or structure.
2. Any change in the purpose of, or a change in the level of activity within, a building or structure.
3. Any change of tenant, in which case, compliance with the Life Safety Code (NFPA 101) is required.
Fire Code Official: The Development Services Director or individual designated by the Development Services Director.
(C) Chapter 5, Fire Service Features, is amended to:
1. Delete 507.5.1 and replace with:
507.5.1 Where required. In conjunction with the fire hydrant spacing requirement of appendix C of this code, hydrants shall be located along public streets so that no portion of a building will be over 300 feet from a fire hydrant. Where this is not possible, additional hydrants shall be located on the premises accessible to motorized fire apparatus.
One hydrant shall be located at each street intersection and intermediate hydrants shall be provided where distance between intersections exceeds 400 feet.
In apartments, townhouses, condominiums, town/row or cluster housing areas where streets or parking lots dead end, hydrants shall be placed along the access route.
At least two (2) fire hydrants shall be located within 300 feet of the building. Hydrants shall be located no closer than 25 feet to a building.
Additional fire hydrants shall be provided within 500 feet of the building so that the fire flow required divided by 1,000 will equal the number of hydrants available.
Hydrants should be located approximately ten (10) feet from all-weather roadways. If this cannot be done, the closest part of the hydrant shall be set back at least five (5) feet from the curb.
Access to fire hydrants shall be from all-weather roadways adequate in width, clearance and strength for firefighting purposes. Such routes including private roadways, shall be maintained accessible during all seasons of the year. Legal provisions will be required for private roads.
Fire hydrants used in conjunction with water supplies shall meet the standards of the American Water Works Association standard no. C-502, and shall have two (2-1/2) inch and one (4-1/2) inch outlets with auxiliary gate valves on the hydrant branch line. Threads shall be American national standard. Pumper outlets shall face roadways.
Fire hydrants shall be protected from accidental damage by approved methods when located in areas subject to vehicular damage.
Where non-pressurized water systems are allowed, supplies shall be located not less than 300 feet from the building. Access to the supply shall be by an all-weather roadway.
Water supplies including hydrant distribution for fully sprinklered buildings need only meet the design standard of NFPA 13, 2013 edition. Water supplies for sprinkler systems may be supplied in accordance with NFPA 13, sprinkler systems, 2013 edition or in an equivalent manner.
(D) Chapter 9, Fire Protection and Life Safety Systems, is amended to:
1. Section 903.2. Delete exception.
2. Delete Section 903.2.1.1 and replace with:
903.2.1.1 Group A-1. An automatic sprinkler system shall be provided for all fire areas containing group A-1 occupancies exceeding 5,000 square feet in area.
3. Delete Section 903.2.1.2 and replace with:
903.2.1.2 Group A-2. An automatic sprinkler system shall be provided for all fire areas containing group A-2 occupancies exceeding 5,000 square feet in area.
4. Delete Section 903.2.1.3 and replace with:
903.2.1.3 Group A-3. An automatic sprinkler system shall be provided for all fire areas containing group A-3 occupancies exceeding 5,000 square feet in area.
5. Delete Section 903.2.1.4 and replace with:
903.2.1.4 Group A-4. An automatic sprinkler system shall be provided for all fire areas containing group A-4 occupancies exceeding 5,000 square feet in area.
6. Delete Section 903.2.3, including exception, and replace with:
903.2.3 Group E. An automatic sprinkler system shall be provided for all fire areas containing group E occupancies.
7. Delete Section 903.2.4 and replace with:
903.2.4 Group F-1. An automatic sprinkler system shall be provided for all fire areas containing group F-1 and F-2 occupancies exceeding 5,000 square feet in area.
8. Section 903.2.6. Delete exceptions.
9. Delete Section 903.2.7 and replace with:
903.2.7 Group M. An automatic sprinkler system shall be provided for all fire areas containing group M occupancies exceeding 5,000 square feet in area.
10. Delete Section 903.2.8 and replace with:
903.2.8 Group R. An automatic sprinkler system shall be provided for all fire areas containing group R-1, R-2 and R-4 occupancies. R-3 occupancies shall be regulated under the 2021 International Residential Code.
11. Delete Section 903.2.9 and replace with:
903.2.9 Group S-1. An automatic sprinkler system shall be provided for all fire areas containing group S-1 occupancies.
12. Delete Section 903.2.9.1 and replace with:
903.2.9.1 Repair garages. An automatic sprinkler system shall be provided for all fire areas used as repair garages.
13. Delete Section 903.2.10 and replace with:
Group S-2 parking garages. An automatic sprinkler system shall be provided for all fire areas containing group S-2 occupancies exceeding 5,000 square feet in area. All parking garages, open or enclosed, shall be equipped with an automatic fire sprinkler system.
14. Delete Section 903.2.10.1 and replace with:
903.2.10.1 Commercial parking garages. An automatic sprinkler system shall be provided for all fire areas used as commercial parking garages.
15. Insert Section 903.2.13 as follows:
903.2.13 Group B. An automatic sprinkler system shall be provided for all fire areas containing group B occupancies exceeding 5,000 square feet in area.
16. Delete Section 903.3.1 and replace with:
903.3.1 Standards. Sprinkler systems shall be designed and installed in accordance with Section 903.3.1.1, unless otherwise permitted by other chapters of this code, as applicable. All sprinkler systems shall be designed with a 10-psi or 10% safety factor, whichever is greater. Flexible sprinkler heads are not permitted.
17. Section 903.3.1.1.1. Delete exemptions #3 and #4.
16. Delete Section 903.3.1.2 in its entirety.
19. Delete Section 903.3.1.3 in its entirety.
20. Section 903.3.5. Delete International Plumbing Code reference and replace with Illinois Plumbing Code.
21. Delete Section 903.3.5.1 and replace with:
903.3.5.1 Domestic services. Domestic water service lines shall be permitted to serve limited area sprinkler systems only.
22. Delete Section 903.3.5.2 in its entirety.
23. Insert Section 903.3.5.3 as follows:
903.3.5.3 Water supply test. As part of the sprinkler plan review submittal, test results from a current water supply test shall be provided. The test shall have been performed within one year of the date of plan submittal. All tests shall be witnessed and documented by the Village of Lisle Public Works Department.
24. Delete Section 907.1.3 and replace with:
907.1.3 Equipment. Systems and components shall be listed and approved for the purpose for which they are installed. All new fire alarm systems shall be addressable type systems only. All new fire alarm systems shall be hardwired. Wireless systems are not permitted.
25. Delete Section 907.2.1, including exception, and replace with:
907.2.1 Group A. An approved automatic fire alarm system shall be installed in all Group A occupancies.
26. Delete Section 907.2.2, including exception, and replace with:
907.2.2 Group B. An approved automatic fire alarm system shall be installed in all group B occupancies.
27. Delete Section 907.2.3, including exceptions, and replace with:
907.2.3 Group E. An approved automatic fire alarm system shall be installed in all group E occupancies.
28. Delete Section 907.2.4, including exception, and replace with:
907.2.4 Group F. An approved automatic fire alarm system shall be installed in all group F occupancies.
29. Delete Section 907.2.5 and replace with:
907.2.5 Group H. An approved automatic fire alarm system shall be installed in all group H occupancies.
30. Delete Section 907.2.6, including exceptions, and replace with:
907.2.6 Group I. An approved automatic fire alarm system shall be installed in all group I occupancies.
31. Delete Section 907.2.7, including exceptions, and replace with:
907.2.7 Group M. An approved automatic fire alarm system shall be installed in all group M occupancies.
32. Delete Section 907.2.8 and replace with:
907.2.8 Group R-1. An approved automatic fire alarm system shall be installed in all group R-1 occupancies.
33. Delete Section 907.2.9 and replace with:
907.2.9 Group R-2. An approved automatic fire alarm system shall be installed in all group R-2 occupancies.
34. 907.2.10 Group S. Amend section to read:
907.2.10 Group S. An approved automatic fire alarm system shall be installed in all group S occupancies.
35. Delete Section 907.2.11 and replace with:
907.2.11 Single - and multiple-station smoke alarms. Smoke detection devices of a type approved by the fire inspector shall be provided in all buildings equipped with an automatic fire alarm system. Devices shall be located as determined necessary to provide early fire detection based upon the use and as required under applicable provisions of NFPA 72.
36. Insert Section 907.11 as follows:
907.11 Outside Alerting Devices. All fire alarm and fire suppression systems shall have an outside alerting device (strobe) of a type and at a location approved by the Fire Code Official.
37. Insert Section 907.12 as follows:
907.12 Tenant Space Light. Each tenant space in a multiple tenant building shall have a light visible in a public access area indicating which tenant space the activated detector is in or identified on an accessible enunciator or control panel. If tenant lights are used, then a strobe light shall be installed above each designated apartment or tenant space entry door. The indicator light shall operate upon activation of a detector within the tenant space.
38. Insert Section 912.2.1.1 as follows:
912.2.1.1 Approved Location. A fire department connection serving sprinkler systems and/or standpipe systems shall be located within seventy five (75') feet of a fire hydrant.
39. Insert Section 913.2.3 as follows:
913.2.3 Back-Up Power. All required fire pumps shall be equipped with back-up generators to protect against interruption of service in the event of an electrical power outage.
40. 914.3.1 Automatic Sprinkler System. Delete exception.
(E) Delete Chapter 10 in its entirety. All means of egress systems for new buildings shall be designed and constructed in accordance with requirements of the current Village of Lisle Building Code.
(F) Chapter 58, Flammable Gases and Flammable Cryogenic Fluids, is amended to:
1. Delete Section 5804.2 and replace with:
Section 5804.2 Outdoor storage. Outdoor storage of flammable gases in amounts exceeding the maximum allowable quantity per control area indicated in table 5003.1.1(3) is not permitted.
(G) Chapter 58, Flammable Solids, is amended to:
1. Delete Section 5904.2 and replace with:
5904.2 Outdoor storage. Outdoor storage of flammable gases in amounts exceeding the maximum allowable quantity per control area indicated in table 5003.1.1(1) is not permitted.
(H) Chapter 60, Highly Toxic and Toxic Metals, is amended to:
1. Delete Section 6003.2, including subsections, and replace with:
6003.2 Outdoor storage and use. Outdoor storage and use of highly toxic and toxic materials is not permitted.
2. Delete Section 6004.3, including subsections, and replace with:
6004.3 Outdoor Storage and use. The outdoor storage and use of highly toxic and toxic compressed gases is not permitted.
(I) Chapter 64, Pyrophoric Materials, is amended to:
1. Delete Section 6404.2, including subsections, and replace with:
6404.2 Outdoor storage. Outdoor storage of pyrophoric materials is not permitted.
(J) Chapter 66, Unstable (Reactive) Materials, is amended to:
1. Delete Section 6604.2, including subsections, and replace with:
6604.2 Outdoor storage. Outdoor storage of unstable (reactive) materials is not permitted.
(K) Chapter 67, Water-Reactive Solids and Liquids, is amended to:
1. Delete Section 6704.2, including subsections, and replace with:
