§ 92.075  NOTICE OF ISSUANCE OR DENIAL.
   Written notice of the issuance or denial of the application shall be provided to the applicant within 45 days of receipt of an application or as soon as practicable if received less than 30 days in advance of the proposed date of the special event. If an application is denied, said written notice shall state the reason for denial.

§ 92.076  WAIVER OF TIME LIMITATIONS.
   For good cause shown, the City Council may waive the time limitation in § 92.070.

§ 92.077  REVOCATION OF APPROVAL.
   Any permit for a special event issued pursuant to this subchapter may be revoked by the City Manager, Chief of Police, or the Fire Chief at any time prior to or during the event because of emergency, disaster, calamity, disorder, riot, extreme traffic conditions, violation of this subchapter, or any permit conditions, undue burden on public services or if he, she, or they determine that the health, safety, tranquility, morals, or welfare of the public or the safety of any property requires such revocation. Notice of revocation of the approval shall be delivered in writing if time permits, or by personal contact with the individual designated to be in charge of the event. Continuance after such notice has been delivered will be deemed unlawful. The city and its employees, agents, and contractors shall have no liability because of the revocation of a special event permit.

§ 92.078  EFFECTIVE DATE.
   This subchapter shall take effect 15 days after adoption and publication.

PUBLIC PLACES RULES AND REGULATIONS
§ 92.085  AUTHORITY.
   The City Council has approved the rules herein pursuant to this Chapter 92.

§ 92.086  APPLICABILITY.
   The rules in this subchapter apply to all city public parks, the Community Beach and all property that the city owns (referred to collectively as “public places”).

§ 92.087  HOURS.
   City parks and the Community Beach shall be open to the public, daily, from sunrise to sunset, and it shall be unlawful to occupy or be present in the public places during such hours when they are not open to the public, except that non-motorized paths and sidewalks, excepting the walkway in Eagle's Park, within and outside of the right-of-way, may be used 24 hours a day, 365 days a year for permitted non-motorized transportation and recreation. Seasonal park provisions, including water, bathroom facilities and waste collection will be offered May through October or as the City Manager directs.
