234.11   CONTRACT NEGOTIATION; REQUIREMENTS.
   The Mayor, with the approval of the Fire Chief, when satisfied that the extension of fire service to any applicant under the provisions of this chapter is advisable, may enter into a contract with the applicant, based upon the payment of the fee prescribed by Section 234.13, whereby the City shall undertake to furnish such fire protection as shall be determined by the Fire Chief to the property of the applicant.
   The contract shall in no event confer a right of action for damages on any property owner or any other person, township trustees, groups of persons, firms or corporations for the operation or failure to operate thereunder. The City will not establish any fire houses or fixed equipment outside of the City limits.
   The period of such contract shall not exceed three years.
