234.13   FIRE PROTECTION SERVICE FEES.
   The fee for fire protection services extended to the unincorporated area of a township and to persons, groups of persons, private partnerships or corporations, except as otherwise provided, shall be as follows:
   (A)   In the case of a contract executed with the trustees of a township, which will be for residential fires only, the fee shall be two thousand, five hundred dollars ($2,500) per hour or any part thereof. Statements shall be submitted by the City Treasurer to the Township Clerk, and the amount specified therein shall be due and payable within thirty days of the submission thereof. Until such payment is made to the City, when due, the City may withhold any fire protection or other services authorized by such contract.
   (B)   In the case of a contract executed with persons, groups of persons, private partnerships or corporations, exclusive of a contract with the trustees of a township or a municipal corporation, the fee shall be a sum of money equal to the product of the total property tax valuation of the applicant, consisting of real estate and personal property, multiplied by .5 mill for a low risk factor; for a medium risk factor, the fee shall be calculated at 1.0 mill; and for a high risk factor, the fee shall be calculated at 1.5 mills. Risk factor shall be as determined by the Ohio Basic Building Code. The computation shall be made by the City Treasurer, and billing shall be made in the same manner as provided in subsection (A) hereof. The fee shall be considered as being due and payable semiannually in advance, and unless paid within thirty days from the submission of the statement, the City shall be entitled to withhold or terminate any fire protection service authorized by such contract. The Mayor may require the initial semiannual payment to be made at the execution of the contract and prior to the time such fire protection services are required to begin. There will be a charge of two thousand, five hundred dollars ($2,500) per hour, or any part thereof, for each fire protection response. The annual base charge will be credited to the first response. A contract will not be signed when the other party is so situated that it can annex to the City.
   (C)   Assistance of manpower and equipment, in addition to two engine companies, one staff car or medic unit, one officer and five firefighters, which shall be provided under the agreements provided for in subsections (A) and (B) hereof, shall be charged as follows:
      (1)   For an engine company, $1,000 per hour or any part thereof;
      (2)   For a ladder company, $1,500 per hour or any part thereof; and
      (3)   For a medic unit, $500.00 per hour or any part thereof.
   (D)   In the event of a state of emergency or major life hazard, the Fire Department will respond to an official request for assistance with all available equipment and manpower, at no cost.
   (E)   Except for a state of emergency or major life hazard, if the Fire Department requests assistance from another department, the responding department will be compensated at the rates set forth in subsection (a) hereof.
