Effective November 30, 1996, properties in the expansion areas described in the expansion area master plan adopted by the planning commission effective November 30, 1996, and which are subject to comprehensive development exactions pursuant to article 23C of the urban county zoning ordinance shall be exempt from the provisions of sections 16-60 and 16-61.
