(a) A hearing board shall be appointed as needed for arbitration of differences between the commissioner of public works and sewer users on matters concerning interpretation and execution of the provisions of this article by the commissioner of public works.
(b) One (1) member of the board shall be a registered professional engineer, one (1) member shall be a practicing registered professional sanitary engineer, one (1) member shall be a representative of an industry or manufacturing enterprise, one (1) member shall be a lawyer admitted to the Kentucky State Bar, and one (1) member shall be selected at large for their interest in accomplishing the objectives of this chapter.
