APPENDIX A. COUNCIL DISTRICTS
The twelve initial council districts, as provided in Section 4.02 of this Charter, shall be as follows:
The First District shall include all of census tracts 3, 4, and 14; and that part of census tract 1 included within a boundary running from the intersection of North Limestone and Pleasant Streets southeast along Pleasant and Clark Streets to the intersection with Spruce Street, then northeast to the intersection with Corral Street, then southeast along Corral Street to Midland Avenue, then following the boundary of census tract 1 east along Midland Avenue to Third Street, and then northwest along Third Street to North Limestone Street, then southwest along North Limestone Street to the intersection with Pleasant Street.
The Second District shall include all of census tracts 11 and 12; all of census tract 2 except that part included in council district 3, that part of census tract 13 not included in council district 6; that part of census tract 1 included within a boundary running from the intersection of Jefferson and West Third Streets southwest to the intersection with West Second Street, then southeast along West Second Street to the intersection with North Limestone Street, then northeast along North Limestone Street to the intersection with West Third Street, then northwest along the census tract boundary to the intersection with Jefferson Street; and that part of census tract 38 included within a boundary running from the intersection of Newtown Pike and New Circle Road north along Newtown Pike to the boundary of the City of Lexington, then generally west along the city boundary to Georgetown Pike, then south along Georgetown Pike to New Circle Road, then east along New Circle Road to Newtown Pike.
The Third District shall include all of census tracts 9, 10, and 18; all of census tract 1 except that part included in council districts 1 and 2; that part of census tract 2 included within a boundary running from the intersection of Jefferson and West Third Streets northeast along Jefferson Street to the intersection with West Fourth Street, then northwest along West Fourth Street to Newtown Pike, then along the Boundary of census tract 2 south and southeast along Newton Pike to West Third Street and then southeast along Third Street to the intersection with Jefferson Street; and that part of census tract 8 included within a boundary running from the intersection of South Limestone Street and Washington Street southeast along Washington Street to Rose Street, then northeast along Rose Street to East Maxwell Street, then along the boundary of census tract 8 northwest to South Limestone Street and southwest along South Limestone Street to the intersection with Washington Street.
The Fourth District shall include all of census tract 25 except that part included in council district 10; all of census tract 8 except that part included in council district 3; and all of census tract 24 except that part included in council district 8.
The Fifth District shall include all of census tracts 5, 6, and 7; that part of census tract 17 included within a boundary running from the intersection of Henry Clay Boulevard and Carolyn Drive southwest along the boundary of census tract 17 to Richmond Road, then southeast along Richmond Road to a point 1000 feet beyond the intersection with Chinoe Road, then northeast through the Idle Hour Country Club on a line running parallel to Holiday Road to the boundary of census tract 17 on the railroad line, then northwest to Henry Clay Boulevard and southwest to the intersection of Henry Clay Boulevard and Carolyn Drive; and that part of census tract 23 included within a boundary running from the intersection of Cooper Drive and Tates Creek Pike south along Tates Creek Pike to the intersection with Lakewood Drive, then southeast along Lakewood Drive to the intersection with Chinoe Road, then northeast along Chinoe Road to the intersection with Cooper Drive, then northwest along Cooper Drive to the intersection with Tates Creek Pike.
The Sixth District shall include all of census tracts 31 and 32; and that part of census tract 13 included within a boundary running from the intersection of Russell Cave Pike and New Circle Road southwest along Russell Cave Pike to Northland Drive, then northeast along Northland Drive to Kees Road, then southeast along Kees Road and Twelfth Street to North Limestone Street, then along the boundary of census tract 13 northeast to New Circle Road and northwest to the intersection of New Circle Road and Russell Cave Pike.
The Seventh District shall include all of census tracts 15, 16, and 33; all of census tract 17 except that part included in council district 5; and that part of census tract 39 included within a boundary running from the intersection of New Circle Road and Winchester Pike south along New Circle Road to Richmond Road, then southeast along Richmond Road to the intersection of Todds Road, then east along Todds Road as far as the boundary of the City of Lexington extends, then north along the boundary of the City of Lexington to the railroad track, then northwest along the railroad track to a point 1000 feet before the track crosses New Circle Road, then north along a straight line that runs east of Christian Road, Bell Lane, and Belt Road and that hits Winchester Pike at the intersection of Winchester Pike and Eastland Parkway, then west along Winchester Pike to the intersection with New Circle Road.
The Eighth District shall include all of census tracts 34 and 27; all of census tract 23 except that part included in council district 5; that part of census tract 24 included within a boundary running from the intersection of Tates Creek Pike and Rebecca Road generally west along the boundary of the City of Lexington to Bellefonte Drive, then generally north along the boundary of the University of Kentucky experimental farm to a point 200 feet south of the intersection of Montclair Drive and Kastle Road, then east along a line 200 feet south of Montclair Drive to Tates Creek Pike, then south along Tates Creek Pike to Rebecca Road; and that part of census tract 40 included within a boundary running from the intersection of Tates Creek Pike and Armstrong Mill Road south on Tates Creek Pike for 1000 feet, then southeast along a line roughly parallel to Armstrong Mill Road to a point 100 feet from Niles Road then south to the West Hickman Creek and then east along the creek and continuing until it hits Armstrong Mill Road at the point where it turns sharply to the southeast.
The Ninth District shall include all of census tracts 35, 41, 36, and 28; that part of census tract 42 included within a boundary running from the intersection of New Circle Road and Nicholasville Pike south along Nicholasville Pike to Higbee Mill Road, then generally west along Higbee Mill Road to the intersection with Clays Mill Road, then north along the boundary of census tract 42 to New Circle Road, and then east along New Circle Road to the Nicholasville Pike, also that part of census tract 42 lying along Higbee Mill Road between Clays Mill Road and Harrodsburg Pike and extending for 200 feet south of Higbee Mill Road; and that part of census tract 29 included within a boundary running from the intersection of New Circle Road and Clays Mill Road running north along Clays Mill Road to the intersection with Hill `n' Dale Road, then east along Hill `n' Dale Road to Southview Drive, then south along the boundary of census tract 29 to New Circle Road and then west to Clays Mill Road.
The Tenth District shall include all of census tract 30; all of census tract 29 except that part included in council district 9; that part of census tract 25 included within a boundary running from the intersection of Harrodsburg Road and Clays Mill Road southwest along Harrodsburg Road to the intersection of Rosemont Garden, then east along Rosemont Garden to the intersection of Clays Mill Road, then north along Clays Mill Road to the intersection with Harrodsburg Road; and that part of census tract 26 included within a boundary running from the intersection of Lane Allen Road and Harrodsburg Road northeast along Harrodsburg Road to a point 100 feet beyond the intersection with Della Drive, then northwest along a line parallel to Della Drive and running between Della Drive and Laurel Hill Road to Beacon Hill Road, then southwest along Beacon Hill Road to Wolf Run, then northwest along Wolf Run to Appomattox Road, then southwest along Appomattox Road to Alexandria Drive, then southeast along the boundary of census tract 26 to Harrodsburg Road.
The Eleventh District shall include all of census tracts 19, 20, 21 and 22; and all of census tract 26 except that part included in council district 10.
The Twelfth District shall include all of the area that is not included in council districts One through Eleven; specifically, it shall include all of census tract 37; all of census tract 38 except that part included in council district 2; all of census tract 39 except that part included in council district 7; all of census tract 40 except that part included in council district 8; and all of census tract 42 except that part included in council district 9.
All boundary lines between council districts run down the middle of streets except where some other location is specified.
The boundary lines of the City of Lexington referred to are those in effect on June 20, 1972.
The census tracts referred to are those defined for Fayette County by the Bureau of the Census in the 1970 Census.
