(a) The solid waste collector shall be responsible for satisfactory collection and transportation of all solid waste to a disposal site or facility.
(b) Vehicles or containers used for the collection and transportation of garbage or refuse containing garbage shall be covered, leakproof, have an enclosed body, be durable and be of easily cleanable construction. These shall be cleaned as often as necessary to prevent a nuisance or insect breeding and shall be maintained in good repair. No vehicle used for collection and transporting of garbage shall be parked in a residential area overnight.
(c) Vehicles or containers used for the collection and transportation of any solid waste shall be loaded and moved in such a manner that the contents will not fall, leak or spill therefrom, and shall be covered when necessary to prevent blowing of material. If spoilage should occur, the material shall be picked up immediately by the solid waste collector and returned to the vehicle or container and the area properly cleaned.
(d) The owner of any vehicle used for the collection of garbage and putrescible material must provide adequate facilities for the cleaning of such vehicle.
(e) No solid waste or junked motor vehicles collected from any source other than a source within the urban county may be deposited without prior written approval of the commissioner of public works. Such approval may only be given when, in the opinion of the commissioner, an emergency situation which may be hazardous to the health and safety of the residents of another county exists.
