Sec. 16-6.1. - Recycling at community activities on urban county government property.
(1)   A Community Activity subject to these requirements is any event on urban county government property or using urban county government buildings which is reasonably expected to be attended by three hundred (300) or more individuals in a twenty-four-hour period.
(2)   The agency or individual sponsoring the Community Activity shall designate one person, known as the Coordinator, to be responsible for implementation of these requirements.
(3)   No later than thirty (30) days prior to the Community Activity, the Coordinator shall contact the Division of Waste Management and arrange to have the division deposit and collect containers for recyclable waste at the location of the Community Activity. The Coordinator shall be responsible for the arrangement of the containers for recyclable waste throughout the Community Activity. The Coordinator shall be responsible for educating others associated with the Community Activity about what and how to recycle, and encouraging persons associated with the Community Activity to recycle.
(4)   Failure to contact the division as provided in subsection (3) may result in cancellation of the Community Activity.
(5)   The division shall provide containers specifically designed to collect recyclable waste and the Coordinator for the Community Activity shall ensure that the recyclable waste containers are properly positioned and that the recyclable wastes and containers are returned to a central location/container to be collected by the division.
(6)   All organizers of Community Activities are encouraged to require providers of goods and vendors at the Community Activity to package their items in locally reusable or recyclable material.
(7)   The division shall provide all reasonable assistance to the Coordinator to plan for, organize and otherwise successfully collect and dispose of recyclable waste at the Community Activity.
(8)   The Director of the division is authorized to promulgate regulations to carry out the purposes of this section.
