All ordinances and resolutions of the City of Lexington, as codified in the "Code of Ordinances, City of Lexington, Kentucky," as amended, which are not inconsistent with the terms and provisions of this Charter shall be effective as ordinances and resolutions of the Lexington-Fayette Urban County Government until they have been repealed, modified or amended. All orders and resolutions of the Fiscal Court of Fayette County, Kentucky, not inconsistent with the terms and provisions of this Charter shall have the legal effect of ordinances of the Lexington-Fayette Urban County Government until repealed, modified or amended.
Except as otherwise provided by this Charter, all existing rules and regulations of departments and agencies of the County of Fayette and the City of Lexington not inconsistent with the provisions of this Charter shall be effective as rules and regulations of the appropriate department, division or agency of the Lexington-Fayette Urban County Government until they have been repealed, modified or amended.
Except as may be required to implement the provisions of this Charter pertaining to the General Services District, the Full Urban Services District, and such Partial Urban Services Districts as may be created by the Council, all conflicts and inconsistencies between the ordinances, orders, resolutions, rules and regulations of the City of Lexington and the County of Fayette shall be resolved in favor of those operative in the City of Lexington on the effective date of this Charter.
