In the interest of planning and scheduling the full implementation of this Charter, the first Mayor and the members of the first Council of the Lexington-Fayette Urban County Government elected under the provisions of Section 15.01 above are hereby authorized and empowered to perform the following limited powers and functions during the period between their election and the effective date of this Charter:
A. Hold meetings, establish committees, and plan for the initial organization and staffing of the Urban County Government;
B. Consider and nominate persons to fill the offices of Chief Administrative Officer and Commissioners of all Executive Departments in accordance with the provisions of this Charter;
C. Prepare such initial budgetary and financial plans as may be necessary to govern the fiscal activities of the Urban County Government during the period between January 1, 1974 and the beginning of the first fiscal year for said government on July 1, 1974; and
D. Perform such other acts as may be necessary to the planning and scheduling of the implementation of this Charter.
