All ordinances or petitions for amendment shall be filed with the County Clerk not less than ninety (90) days prior to the next regular general election. Notice of the referendum shall be published not fewer than three (3) times within thirty (30) days of the election in a newspaper having a general circulation in the territory of the Merged Government. Notice of the referendum shall set forth the exact language of the proposed amendment, shall be prepared by the Department of Law of the Merged Government and shall be submitted to the County Clerk for placement on the ballot under the terms and limitations of Kentucky law governing the preparation of ballots.
The proposed amendment shall appear on the ballot in the following form:
( ) FOR RATIFICATION OF (summary of proposed amendment)
( ) AGAINST RATIFICATION OF (summary of proposed amendment)
Each proposed amendment shall be ratified only when a majority of votes cast on said amendment at the election shall be in favor of ratification.
Except as provided in Section 14.02 of this Charter, if a proposed amendment is ratified it shall become a part of this Charter at the time specified in that amendment, but the effective date shall not be before the first day of January following the election.
No defeated amendment may, in any form, be placed on the ballot more than once in any two (2) year period.
