All candidates for offices specified in this Charter shall be nominated by a primary election. Primary elections shall be held on the first Tuesday after the fourth Monday in May of each election year.
Procedures for petitioning, filing and certifying applicants for nomination for all offices specified in Article Eleven of this Charter shall be as prescribed by applicable state law.
Procedures for petitioning, filing and certifying applicants for nomination for the offices of Mayor and council member as provided in Articles Four and Five of this Charter shall be as prescribed by KRS 89.440, except that KRS 89.440(4) shall be construed to mean that a primary election will be held if there are:
1. More than two (2) applicants for nomination as Mayor; or
2. More than two (2) applicants for district council member in any council district; or
3. More applicants for at-large council members than twice the number of at-large council members to be elected.
