The following safety rules are adopted as minimum rules for the use of the pistol range:
(1) Never load any firearm on a firing line or range unless on the firing line and commanded to do so.
(2) Never "snap" or practice dry-firing behind the firing line.
(3) Never speak to anyone on the firing line unless you are coaching, or are a range officer.
(4) If you should be spoken to while on the firing line, do not turn around to make a reply.
(5) In case of a misfire, do not open the gun for at least ten (10) seconds, and keep the arm pointed down the range in the direction of the target.
(6) Never load a gun while it is pointed in any other than the general direction of the targets, preferably at a forty-five-degree elevation.
(7) Never pick up a firearm without positively ascertaining whether it is loaded. Look first to see if weapon is loaded and then again to see that you didn't make a mistake.
(8) Never lay a firearm down without unloading it and leaving the action of the arm open. The Thompson submachine gun is an exception. The bolts on this gun should be forward with the magazine out.
(9) Never point a firearm at any person unless you are prepared and willing and have the right to shoot that person.
(10) Check a firearm for barrel obstruction before firing it. Heavy grease is an obstruction.
(11) Never point or carry a firearm down or behind the firing line loaded or with the action closed.
(12) When on a firing range, pistols and revolvers should remain in holsters unless on the firing line.
(13) Never fire a succeeding shot following the malfunction of a cartridge until the barrel has been examined to ascertain whether a bullet is lodged therein.
(14) Should it become necessary for any person to proceed from the firing point to the targets, all arms should be unloaded, actions opened (except automatic weapons), and the arms should be laid down on the firing point or placed in holsters.
The range officers will give these commands:
(15) Never proceed to the targets or leave the firing line without the command of the range officer.
(16) When reducing a stoppage or misfire in an automatic weapon, pull the bolt or slide back first lock and put safety on.
(17) Never permit the muzzle of a weapon to touch the ground. If this should happen, never fire the weapon until the barrel has been examined and any dirt or snow removed before the weapon is fired again.
(18) Special care should be taken so that the ricocheting of bullets will be prevented during firearms training. The area immediately in the rear of the targets used for hip or other shooting purposes should be specially inspected to ensure the elimination of rocks and other hard objects which may serve to cause ricochets.
(19) All safety precautions must be strictly adhered to and enforced at all times. There should at no time be any firearms training which is not properly and adequately supervised by the range officer.
(20) The strictest discipline must be maintained at all times on the firearms ranges in order to prevent accidents and injuries. Carelessness and thoughtlessness of any type cannot and must not be tolerated during firearms training programs.
(21) Never take a weapon from any one place without first opening the weapon to ascertain if the weapon is loaded.
(22) Everyone except men who are on the firing line should be at least twenty (20) feet behind the firing line.
(23) No one should talk to anyone who is on the firing line except the range officer.
