There shall be a Debt Service Fund for each services district established by this Charter, or by ordinance pursuant thereto, for the amortization of the respective bonds issued for each services district, including bonds issued prior to the effective date of this Charter by either the City of Lexington or the County of Fayette allocated to any particular services district under the terms of this Charter. All debt service funds, or their equivalent, for bonds issued by the City of Lexington or the County of Fayette prior to the effective date of this Charter shall be transferred to the Debt Service Fund of the services district to which such bonds are allocated by this Charter.
For purposes of computing the legal debt limitations applicable to the Lexington-Fayette Urban County Government under the Constitution and laws of the Commonwealth of Kentucky, the following definitions shall apply:
(a) The General Services District shall be construed as a county containing a city of the second class.
(b) The area embraced by the Full Urban Services District, plus the area embraced by all Partial Urban Services Districts created under the terms of this Charter, shall be construed as a city of the second class.
