The Department of Social Services shall be organized into a Division of Welfare, a Division of Homes, a Division of Juvenile Detention and Probation, a Division of Children's Services, and such other divisions as the Council of the Merged Government may prescribe.
The Division of Welfare shall be responsible for all welfare and social service programs administered by the welfare departments of the City of Lexington and the County of Fayette on the effective date of this Charter, and such other welfare and social service programs as may be established under law by the Council of the Merged Government. In addition, said division shall be responsible for the administration of all duties assigned to the Domestic Relations Office of the County of Fayette on the effective date of this Charter.
The Division of Homes shall be responsible for the operation and administration of the Julius Marks Home of Fayette County as the same existed on the effective date of this Charter, and such other homes and refuge places as the Council of the Merged Government may designate. The Director of said division shall be the director of the Julius Marks Home.
The Division of Juvenile Detention and Probation shall administer all juvenile detention and probation programs under law as provided by the Kincaid Home and the Juvenile Probation Office operating under the Fayette County Juvenile Court on the effective date of this Charter, and such other juvenile programs as the Merged Government Council may prescribe. Said division shall serve as the administrative agency for enforcing all juvenile detention and probation orders of the Juvenile Division of the County Court as specified in Article Ten of this Charter.
The Division of Children's Services shall perform all of the duties and functions of the Fayette County Children's Bureau as they are defined under law on the effective date of this Charter.
