Sec. 6.04. - Office of Administrative Services.
The Office of Administrative Services shall be organized into a Division of Personnel, a Division of Budgeting, a Division of Federal Programs, and such other divisions as the Council may prescribe.
The Division of Personnel shall be responsible for the administration of all personnel programs of the Merged Government, including such civil service programs as may be established under the provisions of this Charter. Said division shall also assist all pension fund boards created or established under the provisions of this Charter in the administration of all employee pension programs. It shall be the particular duty of the Division of Personnel to keep all employees informed of their pension rights, process all applications for pension claims, and perform such other administrative duties as the various pension fund boards of the Merged Government may direct.
The Division of Budgeting shall be charged with assisting the Chief Administrative Officer and the Mayor with the preparation of the annual operating and capital improvements budgets. It shall provide for the periodic review of said budgets and conduct such budgeting studies and long range forecasts as the Chief Administrative Officer may direct. It shall prepare and administer, under the supervision of the Chief Administrative Officer, a system of program budgeting for the Merged Government, and shall prepare and administer all official forms for gathering budgetary data and requests from all departments, agencies, boards and commissions receiving funds from the Merged Government.
The Division of Federal Programs shall be responsible for the coordination of all federal grant applications of the Merged Government. It shall assist any department, division, agency, board or commission of the Merged Government with the preparation of all federal grant applications and shall keep all departments, divisions, agencies, boards and commissions informed of all federal programs relevant to them.
