Nothing in this division shall be construed as interfering with or affecting any way or manner, expressly or by implication, or otherwise, with any other department of the urban county government that is now and has been operating under the civil service pension fund plan; and it is the distinct intention of this division to separate and to keep apart from the laws governing those departments heretofore being operated under the civil service pension fund plan as prescribed and enumerated in KRS 95.851 and KRS 61.510 et seq., from the provisions of this division.
