Under such rules and regulations as the board shall adopt, each member of the retirement system who was an employee at any time during the year 1938 and who became a member during the year 1939 shall file a detailed statement of all services as an employee rendered by him prior to February 1, 1939, for which he claims credit and of such other facts as the board may require for the proper operation of the retirement system.
The board shall not allow credit as service for any period of more than one (1) month's duration during which the employee was absent without pay.
Subject to the above restrictions and as to such other rules and regulations as the board may adopt, the board shall verify, as soon as practicable after the filing of such statements of service, the service therein claimed.
Upon verification of the statement of service, the board shall issue prior service certificates certifying to such member the length of prior service with which he is credited. So long as membership continues, a prior service certificate shall be final and conclusive for retirement purposes as to such services; however, within one (1) year from the date of the issuance or modification of such certificate, the board, upon request of the member, may modify or correct his prior service certificate.
When membership ceases, such prior service certificate shall become void. Should the employee again become a member, such employee shall enter the retirement system as an employee not entitled to prior service credit.
Creditable service at retirement on which the retirement allowance of a member shall be based shall consist of the membership service rendered by him since he last became a member, also, if he has a prior service certificate which is in full force and effect, the amount of the service certified on his prior service certificate.
