The County Clerk shall be responsible for the keeping of all Council records and perform such other duties as the Council may from time to time designate. The Council may appoint such other employees as might be required to assist the County Clerk in the performance of those duties associated with the keeping of Council records. All appointments made under the provisions of this section shall be in accord with the civil service provisions of this Charter and the rules and regulations enacted pursuant thereto.
