(1) The members of the parks board shall be fifteen (15) in number and shall be appointed by the mayor, subject to confirmation by a majority of the urban county councilmembers. Twelve (12) members shall be selected in the following manner: one (1) member shall reside in each of the twelve (12) council districts, as those districts exist at the time the appointment is made. Three (3) members shall be selected in the following manner: one (1) member shall be a councilmember at large and one (1) member shall be a district councilmember, recommended by a majority of the urban county councilmembers, and one (1) member shall be a representative of the Fayette County School System, recommended by a majority of the Fayette County School Board.
(2) The members of the parks board shall serve a term of four (4) years from the date of appointment, provided the terms of those originally appointed shall be staggered in the following manner: four (4) members shall be appointed for one (1) year; four (4) members shall be appointed for two (2) years; four (4) members shall be appointed for three (3) years; and three (3) members shall be appointed for four (4) years.
(3) Vacancies shall be filled for an unexpired term in the manner prescribed for the original appointment. The membership of the appointed councilmembers shall be terminated upon leaving office as a councilmember.
(4) No member originally appointed to the parks board who has served one (1) consecutive full term after his initial term may succeed himself until the lapse of twelve (12) months from the end of said consecutive term. No later appointed member who has served two (2) consecutive full terms may succeed himself until the lapse of twelve (12) months from the end of said consecutive terms.
