(1) Will Farrish, Scotty Baesler, Ralph Coldiron and Joseph H. Miller are authorized and requested to serve as incorporators for and to organize a non-profit, non-stock Kentucky corporation, under the provisions of chapter 273 of the Kentucky Revised Statutes, to be named the "Carnegie Literacy Center, Inc.," and hereinafter called the "literacy center."
(2) The literacy center shall be organized to promote literacy, in its broadest sense, among all residents of the county by providing or coordinating remedial or enrichment services for those who wish to overcome illiteracy or sharpen or extend their interests in reading and writing, and by providing a facility which:
(a) Acts as a central referral service at one (1) location for all programs, events and facilities related to literacy which exist in the community;
(b) Serves as a permanent home for a variety of special programs and services related to the development and enhancement of literacy in the community;
(c) Serves as a location for special workshops, events, activities and conferences related to the varied facets of a literate life; and
(d) Serves as a satellite site for literacy programs that are in existence and are located elsewhere in the community.
