The offices of the sister cities programs commission shall consist of a chairperson and a vice-chairperson, appointed by the mayor, and other officers elected by the commission. Their duties shall be as implied by their respective titles and as may be specified in the bylaws. The commission shall determine its own rules and order of business and shall provide for keeping a record of its proceedings.
