The parking authority shall have a board of commissioners of six (6) members. The mayor shall appoint five (5) of the members of the board of commissioners, subject to confirmation by a majority of the urban county council members and each such member of the board of commissioners shall be a resident of Fayette County. The commissioner of finance or his or her designee shall also serve as an ex-officio, voting member of the board. Each appointed member of the board of commissioners shall serve a term of four (4) years; provided, however, the terms of the initial board shall be staggered such that three (3) of the commissioners first appointed shall be designated to serve terms of one (1), two (2), and three (3) years, respectively, and the remaining two (2) commissioners first appointed shall be designated to serve terms of four (4) years each. A commissioner shall hold office until his or her successor has been appointed and qualified. Vacancies shall be filled for the unexpired term in the manner prescribed for in the original appointment.
