The commission shall:
(1) Investigate and define causes of transportation difficulty particularly related to automotive, truck and bus travel throughout the area, including receiving, considering and acting upon suggestions from citizens or public agencies for improvements to transportation; seek out, engage or cooperate with technical assistance in evaluating technical questions regarding specific transportation improvements; provide liaison and coordination of effort, regarding transportation matters between other public and quasi-public agencies, private individuals, companies involved in transportation, or others who are in a position to contribute to solutions or are involved in matters related to transportation.
(2) Determine practical options open to improvement of transportation difficulties through consultation with technical experts including the seeking out and encouragement of alternative modes of transportation and encouraging development of facilities for these modes; to the greatest extent practical, cooperate with and use the technical expertise available to it through the planning commission, division of traffic and transportation, or other agencies already established in the merged city-county government; consult with technical experts, either individuals or specialized firms, provided expenditure of funds for this purpose must be approved by the mayor; encourage citizen participation in the functions of the commission.
(3) Recommend to the mayor suggestions for control over all traffic, vehicular and pedestrian, including parking on, over, and under the public streets, roads, alleys and walkways of the urban county government.
(4) Recommend to the mayor changes to the staff and budget of the division of traffic engineering and any other division exercising transportation functions, with particular emphasis on improved technology and manpower allocation.
(5) Review, monitor and keep abreast of various state and federal programs or legislation that would be of benefit to the urban county and recommend to the mayor appropriate action.
(6) Maintain and preserve records of meetings and actions and make these records available for pubic inspection.
(7) Perform any other act necessary or appropriate to carry out the purposes of this article.
(8) In accordance with the Highway Act of 1973, this commission will make recommendations to the technical coordinating committee in regard to projects in the transportation planning process as defined by that act. For the purpose of that act, this commission shall be the citizens' committee in the local transportation planning process required by federal law.
