(a) The MSP Advisory Board shall determine its own rules and order of business and so provide for keeping a record of its proceedings.
(b) A majority of the voting members of the MSP Advisory Board, that is nine (9) members, shall constitute a quorum for transaction of business at any meeting of the MSP Advisory Board. The acts of a majority of those members present at any regular meeting or special meeting shall be the acts of the MSP Advisory Board, provided that it shall take a vote of nine (9) members to adopt or amend its bylaws.
