(a) All positions in the urban county government division of fire and emergency services and division of police established at section 23-5 shall be covered by this chapter and shall be grouped into classes for the purpose of including in each class those positions sufficiently similar in respect to their duties and responsibilities so that substantially similar requirements as to training, experience, knowledge, skill and personal qualities and the same rates of compensation may be applicable thereto.
(b) The urban county council shall fix, by ordinance, the number and classification of the members of the urban county division of fire and emergency services and division of police, and the salaries for each classification. The classes, grades and titles of positions as set forth in sections 23-4 and 23-5 shall constitute the classification of positions of the urban county division of fire and emergency services and division of police.
(c) All subsequent additions, revisions or amendments affecting this chapter shall be made by ordinance. The council shall not initiate or enact any such change without first securing the written recommendations of the mayor and the director.
(d) The director shall, under the direction of the mayor, periodically review the positions in the division of fire and emergency services and division of police and recommend to the urban county council the reallocation of positions from one class to another class whenever he determines that the classification is no longer consistent with the actual work performed. Provided, that no member shall be dismissed, suspended, or reduced in grade or pay for any reason except as set out in KRS 95.450 and sections 23-40 through 23-44 hereof.
