(a) No classified civil service employee shall be absent from duty except while on a duly granted leave; or upon sudden serious emergency, in which event the employee notifies his supervisor as soon as possible; or in the case of one having no accumulated leave, with permission of the supervisor under the circumstances for which such leave is authorized in this Code, but without pay therefor.
(b) If absence from duty is not either authorized by the supervisor or both occasioned by genuine emergency and reported as soon as possible, it shall be treated as absence without permission. Pay shall be deducted for the period of such absence, and it may be grounds for disciplinary action.
