(a) Classified civil service employees, except as specified in subsection (d), shall be eligible to compete for any cash awards, prizes and commendations that are established through the Lexington-Fayette Urban County Government Employee Suggestion Program. This program shall be administered by the mayor, and he is given authority to establish rules and regulations relating thereto.
(b) Any cash awards or prizes made by the mayor under this program shall be made upon the amount of savings that will be realized by the government from the suggestion. At any time, the availability of cash awards or prizes shall be subject either to the annual appropriation of funds, if any, by the urban county council for that purpose or private donations, if any, for that purpose.
(c) No classified civil service employee shall work on suggestions that he intends to submit to the program during on-duty hours, nor shall he seek to utilize the services of any other urban county government officer or employee for such purpose while the latter is on duty. No classified civil service employee shall be eligible for a cash award or a prize for a suggestion which is of the type which the officer or employee is expected or required to make as a part of his assigned duties and responsibilities.
(d) No classified civil service employee who is employed in the office of the mayor, the office of the chief administrative officer, the office of the urban county council, or the office of the citizens' advocate shall be eligible for a cash award or a prize but shall be eligible for a commendation. No classified civil service employee who is actively participating in the administration of the program at the time of tendering his suggestion shall be eligible in any respect to compete in the program.
